This feature is simply available to those who are Office 365 subscribers. I upgraded my Outlook on my Macbook Pro to version 15.36.1 (170721) but there was no sign of the desired feature in my Outlook. I was one of many Outlook users who recommended that the 'read receipt' function available on my laptop Windows environment that it was to be made available to all MAC users.
